What is the Congress mentioned in Gandhi's Quit India Speech?

He mentions a Congress. Does he mean his followers or his system of government for does he mean the All India Working Committee? I'm sorry if this sounds like a ignorant question but I came into this speech not aware of really anything that Gandhi had been fighting for. If someone could explain, that would be great.
