Can BRIT school do that?

Hey i got into the BRIT school, im really happy :D my friend didn't though, they said it was due to she is not english and her attendance. She rang them up and they said they will see if there is any spare places, but can they really not put someone on the course because they are not from England? Because she speaks perfect english like me?!
